About the layout: You might have some problems at first placing the bigger rooms. The idea was that you'd have to buy the northern parts or that one single building. However, the path is quite long, as it goes left around the building. Maybe it's useful as a staff department.
When I tested this level, it had only a few rooms from the beginning and only 40% drug efficiency (now 80%), and I ended up with about -40.000$. Then I realised that drug research is not implemented yet, and that one couch in the staff room is not enough. Plus, i don't have that fix regarding salaries, because I'm too lazy to compile.
I made it a bit easier now, if you're still having problems you could try adjusting the start cash in the level file.
